You should give the villain a call on the phone and tell him that he screwed up and that you can't help him as a DM anymore. Tell him that his bold coercion plan didn't work, as you may have already told him, and that he's screwed if he doesn't get himself out of this mess and kill some PCs...

In reply to the other posts in general... I don't think a DM should ever cheat in his own favour or in favour of the story. He should be better than that and accept the player's hand in his world. He IS entitled to cheat FOR the player though, IMHO. If the rules need to be bended for a cool PC...
