    I agree with this from a balance perspective. However, from a game as role-playing vs. tactical minis perspective, it would be ideal if, when logically relevant, skill in an out of combat area could come in handy in combat and vice versa.

    My current preferred solution for this is: leave paragon multiclassing exactly as it is, except you can get it as a feat instead of by giving up your paragon path. The feat would have the same prereq — all of the power swap feats for your class.

    To the contrary — they're very competent at the out-of-class features they know. In general, much more so than in 3E. They just don't have the full breadth of ability that someone with the base class would have.
