    I understand that 4E doesn't want to create the ranger-rogue multiclass=heaven / cleric-wizard multiclass=hell situation one finds in 3.5, but still, it'd be nice if multiclassing wizard and illusionist was easier than multiclassing non-arcane-caster and illusionist.

    Maybe. I think the primary effect of this rule would be: players who happen to have classes where int is important will get to do more interesting non-combat stuff than the rest. Why does the wizard get to have hobbies and a day job and play the piano, while the rogue gets nothin'?
