Looks like the Presence still works, since the condition is that you see the warlord. And if you hit at all, you get the attack/move and don't grant CA. At least that's how I've seen it played.

Once Rocco's OA stops the golem's movement, the rampage attack ends and the golem makes no further attacks against anyone with that action. And since OA's happen before their trigger, the golem won't even be able to attack Rocco.
