This is why I like to have an NPC or two tagging along with the party. It gives a player some method to contribute if their PC gets incapacitated for more than a round or two.

Are you setting a hard limit at 18-20? Or do you mean increasing it by one step? In other words, can you use Expert Weapon Proficiency twice on an axe but not at all for a rapier, etc?
