    "Marked" is a condition, just like "stunned" or "unconscious." A marked creature suffers a -2 to hit any target other than the creature that marked it. The fighter's Combat Challenge is a unique class ability of the fighter and has nothing to do with being marked by a non-fighter.

    Whoops, you're right. I must have gotten the Combat Challenge errata (specifying that the enemy must be marked by you) confused with a (nonexistent) errata for Combat Superiority requiring the target be marked.

    Err, no, read the section on powers I already quoted. It's at the very bottom of the first column of p. 28, second to last line. When retraining a power, you can choose one of the same level or lower. You cannot retrain a level 1 power to be a level 7 power or what have you.
