    Warforged death save bonus

It wouldn't. Dying is not "an effect that a save can end," so font of life doesn't work on death saves.

    Warforged death save bonus

There's always the possibility of something hitting you with penalties to death saves--I don't know of any power that does that yet, but it's a possibility somewhere down the line.

What do I lose if I polymorph into a tiger

I'd treat it as a druid's Wild Shape--you can't use any attack powers that don't have the Beast Form keyword, but you can sustain them. Probably give it a slightly buffed-up melee basic attack, but that's it--it is a utility power, after all.

    Two Movement Questions...

"Prone" means "in a position that prevents you from flying and incurs all other penalties associated with the prone condition." If the most logical way to describe that is laying on your back, then that's probably the best way to explain it.

How/Can I make this character legally and efficently?

Wouldn't work in this case. Focused Expertise says "choose a weapon you can use as an implement;" a staff is an implement you can use as a weapon.

How/Can I make this character legally and efficently?

You have to take AIP. Your druid implement ability allows you to use staffs with druid powers and druid paragon path powers. Hexer is not a druid paragon path, so druids cannot use staffs with hexer powers. You also need to take AIP after taking a warlock multiclass feat. You can take all...

    XP for PC characters

Generally speaking, you shouldn't be building NPCs with full PC class levels--use the class templates in the DMG to construct a classed NPC.

    Bastard Sword is unequipable?

PHB p. 220, "Weapons and Size," tells you how to get the stats for weapons of other than medium size.

    Lethal and Nonlethal Combat

How about "hey guys, the constant capturing and interrogating of mooks is slowing the game down and detracting from the heroic action-movie tone I'm trying to go for. How about we make a deal: you put the faceless goons down for good, and I promise not to build scenarios where the faceless goons...

    Gnome stealth power for wizard?

Allies don't count as cover for Stealth.

    D&D 4E (4E) Swordbond Travel Times

It takes one standard action's worth of time to get to you. Since there are no restrictions on line of sight or line of effect attached to the ability, nor does the ability have the teleportation keyword, as far as the game rules are concerned it just appears in your hand. Whether you describe...

Use a free action after a charge?

That's not correct. Only an interrupt can occur within an opponent's (or any other character's) action, your own actions are under no such restrictions (see for example elven accuracy). In fact, since you can't take immediate actions on your turn (and only immediate actions can be interrupts)...

    Insightful Swordmage, simple clarification

It says you use Intelligence instead of Strength when making melee basic attacks. When you make a melee basic attack, you use Strength in two places: the attack roll and the damage roll. So yes, IB allows you to use your Int for attack and damage.

Ongoing damage and auras: do they stack?

Auras aren't ongoing damage (at least, they aren't unless the aura says "at the start of its turn, any creature within the aura takes ongoing 10 fire damage" or the like), so they stack. You take 20 fire damage.

Use a free action after a charge?

Technically, this should follow the "specific beats general" rule. General Rule: You can take free actions at any time, even on an opponent's turn. Specific Rule: You cannot take any actions on your turn after a charge. Even More Specific Rule: This power is a free action you can use after...

    Ranger

Sorry, that's been fixed in the updates. You have to hit the target.

    Night Hag-- Save or die?

It's probably not a typo per se, but given that the only purpose of saving throws is to define a duration in 4E and the term "no save" isn't defined anywhere in 4E, it's safe to assume that it's a relic from an earlier draft of the rules when saves worked a bit more like they do in previous...

    Ranger

Other differences: Twin strike can target one or two enemies, two-fanged strike only targets one and does extra damage equal to your Wisdom when you hit with both.

Melee basic attack within X squares - huh?

Except that if it's a ranged basic attack it uses your Dexterity bonus, which makes the weapon nigh-on useless to most melee fighter types. Think of it like a whip--you're getting extra reach because, hey, spurt of acid, but it's still your melee attack (swinging the weapon to make the whip arc...

Here we go again: Rogues, Frost Weapon, and the Wintertouched Feat

Doesn't get more cut and dry than that. When you use the power of the weapon which has the Cold keyword, you add the Cold keyword to any attacks made with the weapon. Yes, it works. Yes, it becomes an even nicer option when you combo it with Lasting Frost.
