    Warmage (from Complete Arcane) ignores Spell failure from medium armours at 8th level. Duskblade (from PHBII) ignores spell failure from medium armour AND heavy shields by 7th level, not to mention being able to cast spells through their weapon.

    Not to my knowledge, I think you're best bet would be the Mithral Full Plate of speed (DMGI.220), which gives them haste for 10 rounds / day.
