    Harrier's Ploy

Check page 268 under immediate reactions. I don't recall what Harrier's Ploy does, but if it's an immediate reaction, you can interrupt his movement at any time after he's moved at least one square.

    D&D 4E 4e Constitution - what a waste of time !

Either that was a crazy over-level encounter or those leaders were jumping the gun on the healing. I've seen times where my fighter was the only one low on surges after an entire adventuring day, but one encounter?

clarification on tunnel stalker feat from MP

I think the "sneak attack with other weapons" feats are for the "my character concept doesn't use a light blade" folks.

    Stacking whetstones?

The description of whetstones (above the table on page 189) says using a whetstone overrides any other whetstone's effect on that weapon. also, all the description I've read say that the effect ends at the end of the encounter.

Am I reading something wrong or is Tempest fighter just better?

omg Deadly Axe + Heavy Blade Opportunity so strong! There was a thread about that. Unlike, say, hammer rhythm, there isn't too much that axes have going for them.

    Is the Tratnyr underpowered?

Aside from someone with Eladrin Soldier, who would pay a feat to just use the tratnyr? Spending a feat just to slightly improve your backup weapon is not a worthwhile move in most campaigns. And if it was, I'd probably just use a Farslayer weapon or maybe a Grasping javelin. A ranger that...

    Ranger/ Beast Master forgotten companions

Shocked? It makes perfect sense to me. All the animals they have in the book are fighters. If I recall correctly, aside from the boar, they are predators that take down live prey. They have claws, bites, and tusks, not just hooves. It's also probable that they didn't want to have to deal...

    Paragon Level: First Play Experience

How'd the Stormwarden get 18 damage minimum? Any bonus hat specifies "damage rolls" will not add to the the Scimitar Dance damage. Edit: Oh! the extra damage from the storm warden's abilities.

items that are just better (aka power creep)

Have you ever seen any of these actually used? A lot of them have very marginal uses. Like the Sacrificial weapon. Spend a healing surge to weaken an enemy for one singular round? Might be decent on a solo, but that's about it. Let's say you're making a level ten character. Your magic...

Help! I am overwhelmed by choosing items! Suggestions for 8th level Dwarf w/ Shield

What weapon are you using? I don't recall the levels for all of these, but here are some relevant ones in no particular order. Iron Armbands of Power: +2 damage to all your attacks except Come and Get It. Take it, love it. Level 6, so probably the only item aside from the Big Three you'll...

    Flaming Sphere Sustain Question

No, Hypersmurf just read the book. It's not that hard.

[High level monsters and powers] What can Graz'zt actually do?

This seems contradictory to me. You're then DM. If you want kobolds and demons to have access to different noncombat abilities, you can do that. That's the definition of "anything the DM wants". Are you upset because someone out there DMing the game could have demons and kobolds with with...

    Getting some extra attack bonus

You ought to get a +2 weapon pretty soon. As for the bear, can't you bring him back?

    Warlord - punished for sacraficing

There are four Warlord at-will powers in the PHB. Two of them are essentially melee basic attacks with a rather conditional bonus. One allows an ally to shift one square, the other gives an ally an OA if the target shifts. The other two are Commander's Strike and Furious smash. Commander's...

    Tempest Fighter Build (lvl2)

A fun one is a Dwarf with Tempest Technique. Dwarven Weapon Training will give you proficiency with the double axe and you'll be Dual Striking for 1d10+4. A successful hit with Villain's Menace will mean you're doing 1d10+8 with Dual strike!

    Warlord - punished for sacraficing

I think what he means is that you can't use an action point with a readied action. If you check the readied action rules on page 291, you'll see that a readied action is actually an immediate reaction. You're executing a power outside your turn, so you can't use an action point. However, the...

    Multiclassing Barbarian

No, there are no multiclass feats for barbarian until PHB2 comes out in March. You could make up your own. Generally, multiclass feats give you some class feature at a reduced frequency. For example, If it's normally at-will, the feat will give it once per encounter. It could be something...

    Tempest Fighter Build (lvl2)

First, Tempest technique gives you +1 to attack rolls with off-hand weapons. Second, do you have the Adventurer's Vault? Double weapons count as off-hand and defensive along with a good-sized weapon die, so they are pretty much the best option. Otherwise, just go with short swords or katars...

    Rogue shopping

Jagged is indeed awesome, but my DM added a save to the ongoing damage, so it didn't seem worth it for just the 19-20 crit since we have a Divine Oracle in the party. But for a rogue, maxing out your d8 sneak attacks (you do have backstabber, right?) could be worth it. The gloves of piercing...

Where are all of the campaign settings?

That's because it's not a setting. It's a minimal, flavor-neutral sandbox into which DMs can stick whatever adventures they want. All the Dragon articles are really just free-floating microcosms of adventure that you can tether to your players' explorations.
