    In my experience, people ban 4e material in general based on emotional biases instead of empirical decision-making. There's a number of DMs that blanket ban tons of sources instead of having a conversation about the level of optimization they want or don't want to see.

    -2 to AC and reflex with shield

    -2 AC and Reflex is the penalty for wearing armor you're not proficient with. So any time you put on a shield it applies the penalty and if you are actually proficient it adds a further bonus to cancel out the penalty.

    The heavy thrown property affects ranged basic attacks only. Other powers always use whatever ability score indicated by their Attack: line. But yes, throwing a dwarven thrower double axe with Twin Strike should work fine.
