Darksun is a big YES. That and Dragonlance were my favourite settings by a long way. I have tried the others but none have ever gripped me like these two. Darksun is very PoL and would fit perfectly with the 4e theme of ancient empires etc.

Even then I would say that it is wasted design space as the power becomes underpowered by becoming a per encounter. Also from the sheet it would seem that there are not too many other bonuses that the halfelf gets.
