It sound's like you have a real case of "I don't want to play D20, but I don't know what I do want". So I'll recommend my favorite; Traveller, Classic or GURPS. GURPS makes every thing go better. I'd also recommend Alternity, except it's out of print and can be hard to get a hold of.

I'm also a fan of 4th to 6th level. Here you can challenge the players with "Normal" beasties like a squad of town guards. Combat is quick and threatening without being a long sequence of hack-the-enemy or save-or-die events.

The only other RPG rules I know of for building bases, castles and the like were in the Champion II for Hero games Champion's 2nd or 3rd edition rules. Building strongholds is not a big RPG book selling topic.
