    Since when is everyone forced to run a sandbox in exactly the same way? Anyway, the world still runs independently of the PCs. The NPCs have their own goals and actions. That has nothing to do with the difficulty of the encounters the PCs may have.

    But that’s going back to the idea that this isn’t really a true sandbox, because the PCs can’t go anywhere—some places are simply instant death for low-level play. If I were to do this sort of sandbox, I’d do a mixture of these myself.
