No, the designers limited the Paladin for flavor reasons. Even without its restrictions its no more powerfull than any other PC class. (except the monk, but thats an arguement for another thread.)

It's 5 levels long. It gives you the ability to Craft magic weapons & armor even if you're not a spellcaster and bonuses with weapons and armor of your own manufacture.

An Uhallow with a dimensional anchor keyed not to affect the coreligious attached to it covering your base of operations. It needs 5000 gp a year in sacrifices to maintain though, so in this guys case you're probably going to need to assign a Gp value for human sacrifice.

Actualy forest terrain disfavors archery by reducing the intitial range of engagements to about the range of an easy charge. If they hide in trees all the better! Those silly elves have voluntarily placed themselves where they cannot break off the engagement, the cardinal sin of Guerrila...

if it seems underpowered, how about giving it a d8 hit die and 3/4 BAB. It already seems to be somewhat a partial caster class anyway. Also What do you think they mean by Arcane level? I wish they wouldn't use ambigous new terminology without defining it.

No, it's really really weak. wiz3/clr3/myt2 You'd be better off with more Mystic Theurge. One level is occasionally worthwhile but just about never any more.
