Go with water blocking line-of-effect for breath weapons maybe? I think the order of events would have the same results (Mr. R. would have used the a readied breath as 20cc cleared the water, then flown to the same spot - but maybe it's a round later which pushes back the recharge?

Mod Q: The no-acid made me think: wouldn't 20cc have been caught in an area-effect lightning ball or am I dredging up 1st. Ed. rules on magic used underwater (i.e. it would have been an area effect, not a line)? Consider this my Gygaxian quesion of the day. :)
