I think that's a pretty damned reasonable attitude for a bunch of goblins, whether or not Wizards use material components. Hell, even in the RAW, an enemy spellcaster could always have the Eschew Materials feat, so just taking away all his stuff isn't certain protection against his powers.

Yeah, to echo ivocaliban, the more you describe the phenomenon, the more it sounds like you ought to just call it overacting, particularly since you seem to only be talking about a style of roleplaying that takes the behavior to obnoxious levels, as opposed to players who just speak in character.

Honestly, I wouldn't have a problem with it. I kind of dig the idea of encouraging PC race options to be more of a campaign-setting-specific thing. With this kind of setup, you wouldn't come to a new game expecting to be able to play an elf any more than you expect to be able to play a goblin...
