    Not sure I'd go that far. I imagine it's far more prosaic. Money. The BBC just doesn't have the cash to do 24 episodes of Doctor Who in a year. 12 was about the max and 8 is probably enough to keep the marketing machine (which makes a LOT of money for the BBC) going.
