Yeah, I think so. I always ask myself if a PC or NPC is attempting to hide from someone (attempting to break LoS and become undetected) or if they are merely attempting to be stealthy. One requires a hide action while the other requires an action-less stealth check.

While it is half my fault as DM for not simply nipping it in the bud and moving the game forward, please do not hold a game up for 15 minutes arguing over a ruling, especially if it is over something that doesn't actually hurt your character.

Yeah, backgrounds are already fully able to be customized. Proficiencies, language, traits, and even your feature can be changed to suit your PC's needs. To me, extra backgrounds just seems like unnecessary bloat (aside from the cool new suggestions for personality traits, anyways).
