I would allow it especially if the 'divine energy burst' could be figured into the story in a way that helps the story. I find flight as a starting ability at first level too much and wouldn't allow this but many levels later wouldn't have an issue at all.

I agree with this and have recently started using monsters in this way and it has made the encounters a lot more dynamic (and varied) and as a result more fun.

Just less expensive ones, I find the prices (at least in Australia) to expensive to justify buying more than a few for PCs once they survive a level or two.
