It was not a one and done, they'd been saying that sort of thing for a long while before that. I think you'll find for that a lot of people the sentence for that sort of thing is much, much, much longer than 5 years.

That's a question that deserves a complicated, thought out answer but my immediate thought is since iirc there are very few degrees of separation between them and the for profit ones (they share employees or board members or both) I'd say yes to a lesser extent.

It's probably a little bit of that. I've never been to the UK so I can't speak for the work differences, but in my experience with US fast food there's a pretty strong correlation between how the fast food place treats its employees and how often the order is wrong.
