    I think the only limitation is action economy and whether the power in question requires force points. You're limited to expending one of those per round, barring certain feats.

    Well, DEX is a huge stat for anyone using a firearm (and also benefits a lot of other things), so I'm not sure it would really hurt to have CHA cover the damage part. It's basically a consideration of 1-5 points of damage.
