I've played in more roleplay heavy MUDs than hack & slash ones, so it's probably a matter of who's involved in the MUD, rather than a limitation of the technology.

Because Incantations are the only form of magic used in my campaign, taking the DC below 30 is not as big of a deal. Also, I'd suggest checking out The Game Mechanics "Modern Magic" which has a "Lesser Incantations" mechanic.
