Another way of handling the moons would be to limit cantrip use. As for the test, just handle it like previous editions. The player takes it by themselves. Usually one combat. One problem to be solved by magic and one test of character (helps to determine robe color).

I completely disagree with this. It leads to unbalancing. Especially since a 1/2 caster is fair chunk of power. I think the best way of quickly doing the "spell-less" paladin is to to just let them use the spell slots only for basic smites.
