If rage resistance work why shouldn't fancy footwork

The problem is if you did that it just goes back to past editions where melee classes would feel super useless as the wizard could do everything. 5e has set limitations for magic casters for good reason.

You don't have to sacrifice Charisma if you focus dex and charisma it should be fine as long as you keep your distance to try and avoid damage. Yes you only get a few uses of swift quiver a day, but the rest of the time you are still a level ten bard with all the advantages that entails.

I forgot that they are both concentration. They make perfectly good archers for a full caster. You get 4 attacks and all the myriad benefits of being a Bard.

Its better because it doesn't use one of your likely 2 spell slots. That spell slot would be much better served as a cast of spiritual weapon and hex. It also can't be counterspelled like misty step.
