Why not use the Vile races from BoVD? The Jermalaine would work well for the Halflings menace, and the Vasharan make an excellent evil human empire.

Good question. I guess I didn't give this five stars because I wanted more. The crunch feels perfect for this kind of game, but I felt that more explanation of how to use would be needed. As I pointed out in the review, IMO this isn't the kind of product that can be picked up and used by anyone...
