    Yes. Same goes for PCs. I think it is dangerous to start optimizing against all possible tactics players could bring to the table. Certainly a gold dragon has heard about the epic PCs. And a little bit of preparation is ok. But you shoud be wary not to overdo it.

    But PC wizards have int 20 or more at this point. So they are even more well prepared. (The real limit is player/dm creativity ad I prefer not to engage in an arm's race of who finds the better rules "exploit").

    I think this change is for the better. And it has nothing to do woth counter spell. I hated the 4e format where every ability is "unique". Because they were not. Many abilities were similar but with little changes. So with those abilties, you actually had to read the stat block very carefully...

    Better. Prof bonus and prof bonus +2 vs base DC of 10 vs 8. Has the added benefit of making it work exactly like all other passive scores.
