    Incorrect. Small characters are only prevented from using two-handed or versatile weapons. Weapon has a very specific definition in 4E, and Implements are separate from Weapons.

    Off-topic for the moment, but I had a stray thought given Immeral's multiclass: Spellcasting is prohibited within the town, except for licensed practioners. Does that include divine spellcasting, or just arcane? In other words, do Immeral and Penance need to hide their magic?

    No. An example: You are given $200 by a friend and told you MUST buy a Wii with it. However, there are no Wiis for sale anywhere you look. Thus, you cannot buy a Wii, despite "having to". "Must" does not equate to "can". Being forced to do something does not mean you are capable of doing it.
