    The easy if harsh way to encourage helmets is to have a house rule that unless you have a helmet or defenses like mage armor, any hit is automatically a critical hit. If you apply a modest penalty to perception , it becoems a trade off , perception or safety.

    It depends on the class, how long your game runs and whether you want certain levels or capstones. Generally a one level dip can be good for some classes who want an extra skill. martial weapons or say medium armor depending on class if you are going high and don't mind losing a capstone.

    True but mostly variant humans benefit from this since Barbarians are multi ability dependent needing strength, constitution and dexterity if you want a good AC and are going unarmored.
