    I agree. However a feat with tangible benefits allows a player who is not themselves comfortable with making inspiring speeches in play and hence not likely to earn Inspiration, able to play a heroic and inspiring PC and have their stirring speeches have some sort of game impact.

    So it sounds like you're not allowing the feat, not Nerfing it. Telling someone you can have something, but not really, means you're not allowing it.

    In fact I see such Feats as ENABLING. It means you have a qualified ability that the DM can't nerf within the rules if they allow Feats in their game.
