    So just a reminder, when one well-optimized party is fighting only one opponent, the CR should actually be higher than they're level. So for you're Death Tyrant, with a CR of 14, a party of 5 characters with all of their abilities and HP can probably take him at level 9.

    This isn't quite the answer to your question, but I did use several AL adventures from Waterdeep to integrate all 4 villains in Dragon Heist into one campaign. That way I was able to have the party raid each villains lair in one bigger adventure string.

    Yeah I'll eat a shoe if that ever gets an official book. It was the official setting for 4e, but it's really just a hodgepoge of different settings merged together to create a semi-official sandbox for people.
