    That seems like a neat Legendary ability, not something to go on ordinary monsters. The PCs are seriously more powerful than their level indicates, so you need to use higher level monsters. The "Challenge Rating" system had enough problems without this.

    I voted for commander because it's generic. Not all commanders are great tacticians, not all have the rank of captain (could be higher or lower), and so forth. It's more generic than warlord, in fact.
