IMHO, a wizard turning into a Lich should be done as an Epic Destiny. For other "template" concepts, I also suggest checking out the Dhampyr article for an example of how to do such "templating" through feats.

I don't. The elf still gets their edge in that they still get a guaranteed re-roll per encounter and can choose to use the action point for either. I don't allow a re-roll of a re-roll however. An elf has to use their re-rolls on 2 separate rolls.

Just a quick note. I would definitely suggest trying to reduce the background image, either to a watermark image or managing to reduce the image to a grayscale version, converting the black (even at 15%) to gray.

I too have been looking into re-doing Action Points. I too feel that 1 Action Point PER encounter is the best balance (not 1 every other). I additionally agree that allowing the Action Point to be Either a bonus action OR a Re-roll works great.
