    What about Ghostwalker — targets miss her most of the time, she shifts in response. The concealment could be defined as 'drunken swaying' and mostly always on concealment is great for Rogues.

Simply gaining an extra E7 or lower, U10 or lower, and a D19 or lower from your class is reasonably balanced for a paragon path.
