The range of a spell is the maximum distance at which it can be cast. It's not a range increment like weapons.
Note that the term "range increment" occurs only in reference to ranged weapons, and the weapon tables list this property under the heading "Range Inc" not "Range". On the other hand...

Hmm... So a "shielding" spell (O.L.D. chapter V, under "Abjure") only affects melee & ranged defenses? Is there a similar way for a character to buff mental & vital defenses?
It doesn't seem right to get the benefits of both exploits without the drawbacks of either. Maybe you could get both immunities, and vulnerabilities to two other elements such as acid and lightning.
"+1 to all three Defense" should be "+1 to all four Defense". Vital Defense was added after the other three.
I'm not sure about "+1 Defense". Looking at some places where it occurs, it looks to me like it can mean either melee & ranged defense, or all defenses, depending on the context.

You can definitely have Shadowrun without the elves & magic, as long as you're not running adventures that require those elements. My group played a Shadowrun / XCOM campaign that started out with no metahumans (although they came in later via alien shenannigans).
I think it works OK for most character backgrounds, if you rationalize the REP as being spread out over the 5 starting careers and not something they were born with.
