I'm not sure what the right answer is, but I will say that the example item is already quite expensive. If you multiplied the magical enhancement cost by 5, the price would be ridiculously high.

Both of those uses - pocket dimension and scrying - are useful, and different from what your other secrets offer. I'd say space is a good choice.

Magical Exertion: I also found this a bit confusing. I think you're right, Magical Exertion is an exploit, and it cannot be done by everyone. It may be listed under "General Enhancements" because it is an enhancement some characters can do, but for clarity it should say "if you have the exploit"...

I don't think you're supposed to re-roll the ability scores, just change the racial adjustments. The rules say: To me that says the only thing that changes is the racial adjustments to the ability scores.
