This is kinda driven by the more gig type economy like rideshare and food delivery, but will affect regular freelancers also.

Blockchain would only show the transportation of an image through the process. I couldn't imagine it showing the changes to an image between the transfers.

But the CC-BY doesn't really allow the same virality that the OGL and ORC does. If a 3PP makes a book using the 5e CC-BY as the base. But DOESN'T release their book under the CC-BY, then another 3PP has to make a separate license agreement with the first 3PP if they want to work in their sandbox.
The Weather Channel (ie Accuweather) is a REALLY bad example here. The only thing they are doing is offering up the info that the NWS is making freely available.
