Well, they are stuck there cause (insert mythos) fell/banished and took them all into Hell with them. So it would seem on a cosmic level they just cant walk out. I use the loophole of needing to be summoned or invited by a mortal. (proper ritual, strength of emotion, etc.)

I understand. My recommendation to them is to look at where to draw the line. We draw it at 2+ is a swarm block. Maybe their playstyle/table can handle 4+. I don't think (I might be naive) that anyone wants to run dozens of skeletons with their own stat block. But whatever works.

Agreed. Which is why I suggested if you have more than two minions in combat, you turn them into a swarm or army unit. Out of combat if you want 10 of them to dig and 10 of them to move the dirt....have at it.

To clarify: Basic spell, two minions, use in combat as is. Upcast, 4+ minions, use in combat as swarm.

We use 2014 Animate Undead. That gives you two minions that are arguably better than Unseen Servant. If you want more...upcast. BUT in combat we convert them to a swarm/horde. So, max cast would give you 14 skeletons (9th level spell). Seems weak. Maybe necromancy specialist classes would...
