that's a good question - am inclined to make it both, mainly for the reason that (like with other lycanthropes) they're in hybrid form 99% of the time when in combat - although another part of me thinks it might be good to reserve for snake form only so there is some advantage to being in snake...

Agree on keeping bite mechanic as simple as possible - simplest is CON save or be poisoned - maybe a poisoned subject then has to make a second CON save to avoid lycanthropy.
(a) all venoms have been nerfed to some degree from 1e to 5e though but happy to have it a bit spicier than the wereserpent
(b) I'd say its lycanthropy should be infectious as that is one of the key attributes of lycanthropes in dnd

My initial draft had it as weaker than a wererat as that was what I made it back in AD&D - this version seems more like a controller in combat, so can still have low hit dice maybe. I switched it to a scimitar as that was what I had 40 years ago somewhere. And the wereserpent uses that as well.
Yes - shift allowing allies to use their Reaction to move a certain distance sounds good.
I like the idea of making it a better grapple-dragger, hence:
Serpentine Strength. The weresnake can drag or carry the grappled creature with it at normal speed; speed only halved if the creature is one...
BTW - dndbeyond doesn't let me do statblock groups so have to do all dragon warriors as separate entities. Unfortunately there is no "parent" statblock to place descprition so have to put description in each statblock
I was musing on my own mortality and thinking I'd like to do the weresnake. Also noticed that there was a wereserpent in 3e and 4e. Have looked at the 4e statblock and pondering making some critter that incorporates features of all with a bit of 4e fun in combat
