Agree, as a DM I have no preferences concerning party comp beyond happy players, must fit the game/campaign, & {generally} non-drow/monster races*.
* Because I'm not running campaigns where most of those would generally fit. If you make a monster you won't have much fun.... So just save that...

Well, I can keep a d4 hd/lv wizard alive in 1e. And even at 8th/9th lv my 1/2ling Warlock here in 5e is squishy as can be HP wise.
So I'm reasonable sure I could cope mechanically with being reduced to only 25%.

Oh sure, talk to 100 people & you'll get at least 100 reasons, reasons will vary depending upon where you are, and some will be more plausible than others, but.... No one truly knows anymore.
Whenever it seems plausable enough.
Sometimes the DC is higher/lower. Other times unchanged.
Sometimes I give slightly different info/results depending upon the skill used.
If I feel the players just fishing for a bigger bonus & suggesting an ill-fitting or inappropriate skill ill just tell...
I'm neither a supporter nor a detractor of the class. Nor am I deriding it. I simply feel that judging a class (any class) as good/bad based on a state of play that's hardly ever achieved isn't particularly helpful.
It's also Lv.17 & as such exists more in theory than in most games.....
All the crazy at-will damage in the world means nothing if it's not actually played.
