    I don't think that's nearly the same thing. Those are genres. The blip isn't a genre, it's an event. You can have bits of it woven into a story, but do do the whole production around the blip and the ramifications is a totally different ballgame.

    Which is exactly where the accounting comes in. Even if you do spend things on other ancillary bits (like through salaries and such), as long as your accounting shows that you were working on the project, it won't be found to be fraud.

    There is recourse if an accounting of the funds is not forthcoming. It's not purely a buyers beware situation. But it turns out that way in most cases, as the burden of proof isn't anywhere near a requirement of a full accounting, but a best effort accounting.
