    I've posted this before and I still think it's unfair for non cleric and non wizards to not get something worth 50 gold that their class would use. Just doesn't make sense to me.

    Half level and attribute bonuses

    The damage roll uses the stat modifier. The attack roll uses the stat modifier + many other things, one of which is 1/2 your level. Skill checks also utilize the 1/2 level bonus and your defenses include 1/2 level modifier.

    When different sized weapons have the same stats that does not make them the same. People need to remember that.

    Still not seeing how the ranger has a 23 ac. At best without feats he has hide armor. That's 3, lets assume 20 dex for now. That's an 18 ac. What else does he have going for him? Even with +1 hide armor that's a 19. And one for level makes a 20.

    The Crossbow Ranger?

    By the character's design, they will have a move action they don't use often. That is the one they could use as they see fit to reload, or HQ something. On rounds that they move, they would have to HQ a target on the next round. It makes for interesting action juggling.
