    I don't think there'd be much terribly wrong in balance terms about considering it a light weapon for TWF but I think from a design perspective that this is the Monk's "thing" and they probably didn't want to step on that.

    I wonder if replacing Vancian might be one of the optional systems in the Gamemastery Guide. At the same time, don't some of the classes in PF1 have spell-casting that works a bit like 5E? (Oracle/Witch?) I hope there's an official variant but if they don't bother, surely someone else will.

    If you make it an action where they prepare to counter something, I'd consider letting them keep their spell slot if the opposing spellcaster doesn't cast anything or giving some other benefit if they don't actually counter anything. I hate the idea of it doing nothing and still costing a resource.
