    1000 archers, in a square grid 55 feet between each archer, wouyld occupy a square 1760 feet across. Unless they somehow surrounded the dragon on all sides (dragons aren't that stupid, sorry), half of them will be out of range. The hypothetical ideal scenario for the archers couldn't happen.

    Assuming we are talking about the feat in Tome and Blood, no you can't. A dragonsblood pool, one small enough that it could actually be drunk, wouldn't count under that criterion. I'd allow that cone of cold wand to only work within the Sanctum Spell area.

    You know, even with the soldiers having Strength 15, that doesn't mean the average adult, or even the average male adult, has Strength 15. Simply being a soldier implies a certain amount of bias selection and training after selection, which results in a higher than average Strength score.
