Birthright suggests focusing the action in the area the players are located, but it does have an events table that is rolled on each domain turn to see what, if anything happens. Can't remember how detailed it is and I'm sure birthright DMs would have expanded on it, but there is a system there...

I've always seen railroading as this is the sequence of events A-B-C. Even if you find a plausible way to bypass B and move on to C, B is going to happen to you anyway.
