Weapons will now have Masteries listed, but that's probably the only real change.

Sounds a bit like the DC represents a passive score for the attacker. Less dice rolling in round, especially for Grapple, feels like a win to me.

How about Yeah, in 2014 that is the way it's worded. I don't think that would change for 2024, so there's some restriction for Quicken there (as I hoped). But there are plenty of other magic items that work without indicating the user is casting a spell. Necklace of Fireballs, for example...

Nope. Because Quickened Spell has its own restriction of not being able to cast another levelled spell period, regardless of whether it uses a spell slot. But again, what does that mean for using a Quickened Spell with a Magic Item on the same turn?
