    I've considered giving the option of spending an action point as a minor action to recharge an encounter power. It could even be a daily option (or one time in Heroic Tier, two in Paragon, and three in Epic). At least there are no extra dice rolls this way. Well, giving this to monsters as well...

    Balancing Rituals without Gold

    Instead of gold, you could make rituals charge a number of healing surges relative to the gold cost of the ritual (in addition to the surges the ritual already require). Should be a lot though, 'cause money don't come back with an extended rest... ;)

    So, cure light wounds is basicaly "the same" as 3E: it's a daily cleric utility power lv2, touched target regains hp as if it had spent a healing surge. "as IF it had" - so, no need to spend a Healing Surge?
