I'm inclined to agree with this interpretation, since essentially you are dodging the damage, you have to move out of the area of the damage at that point in time.

After visiting India, I decided that it was one of the best areas history wise in our world for basing a fantasy campaign. Everywhere I went there were old ruined temples. Also it's placement and history makes it very easy to introduce other cultures from a more chinese/asian to western europe...

Since the area of the breath weapon is greatly increased, I would expect the damage to go down since no one person would feel the brunt of the breath weapon. Maybe the damage should be something on the order of 1/4 total/no damage for failed/successful save.

Bah! Most people don't realize that the Ranger isn't a Drizzt Clone. Drizzt is just a ranger clone. The archetype ranger was like that before Salvatore ever started writing D&D novels.

With all those abilities, especially the ability to fly, I would make the ECL at least +2 and possibly +3 (Energy Resistance and natural armor can count for a lot, along with breath weapons and the possibility of natural attacks).

As a player, I might do some linguistics or a little bit of acting, but it's generally fairly rare and only when the situation (or the DM) absolutely demands it.
