    Cut and Run is not "a better invenstment in the long run" it's just better. Two [w] attacks do more damage than one 2[w] attack and you can shift. Thundertusk boar strike is also just "better" for similar reasons.

    Make whole, Magic mouth and Silence don't require a check, the "Arcana" designation just describes the type of reagents to use. Comprehend Languages has a check, but it works fine even if you botch it. Tenser's floting disk is much more usefel with high arcana, but can still be used without it...

    Templates work by moving normal monsters to Elites, and Elites to Solos, adding Templates to Solos would make them "double Solos" or "annoying and unfun".

    Yeah, Microsoft products actually need tech support from time to time, D&D pretty much doesn't. If they take down the FAQ/errata that would be annoying, but I don't see the problem with this, especially since most people playing 3.x will be playing heavily house ruled versions or pathfinder anyway.

    Exactly, the major difference is not that you get penalties to hit, but that your int is lower, and you'll get less out of the encounter powers which give int based bonuses. This is not actually some huge deal.

    I think you mean "at will power" or "class ability" as the "Novice Power" feat lets you swap encounter powers fine. (You can technically swap at will powers, it's just difficult and possibly not worth it, and you can never swap class abilities)
