    I should offer this up for clarification: Some people are debating if CdG is valid if a target is both Restrained AND Immobilized. The Immobilized condition is contained within the Restrained condition, so the point is moot.

    Quick nitpick: The word is "Censure," which means a strong expression of disapproval; close in definition to "rebuke." Not "Censor," which is someone who prohibits offensive material from being released to the public.

    Honestly, I don't think it would cause too much of a ruckus to do this. Just allow +2 to any two stats for anyone; humans are still balanced as they are with the extra skill, at-will, and feat.     Which is exactly what was meant by the post: It could also provide some good interaction with Pursuit Avengers, giving the Oathed enemy a lose-lose situation: follow the mark and trigger the Censure, or ignore the mark and be less accurate.

    Good point. I'll add half-level to the DCs. I know this doesn't account for other means of boosting Endurance, and I'm fine with that. If someone boosts their Con and that makes them more durable, good for them. As for the +1 to all boosts, I can see adventurers becoming a little hardier over time.
