    Well fair enough, but they're still powers for the definition concerning the application of proficiency bonuses, and your apparent lack of interest in them doesn't change the RAW. They follow all the same rules as any other power with the "Weapon" keyword. Edit: Ninja'd!

    Encounter powers recharge after a "short rest." Daily powers recharge after an "extended rest" (rests are explained on PHB page 263). Utility powers each have different recharge rates, and each utility power will indicate if it is At-Will, Encounter, or Daily.

    Another option to consider is asking one of them to take the DM seat for at least one game, or at least consider it as an intellectual exercise. Monsters' abilities are more readily accessible and readable than players', plus they have the brief "tactics" sections that can clear things up.
